Even if you go with Sakamoto's butthurt-induced removal of Prime from the timeline, by the time of Other M she's fought Ridley twice (with him 'rising from the dead' in between) and made a successful career of mercenary work.
Other M depicts her regressing to a whimpering dependent state because THE BABY got Mother Brained and daddy Adam gave her a mean look in the first chapter that brought back all the Ridley PTSD that somehow never came up before in the series. It represents a huge step back for Samus both in and out of story.
Fuck it, this blog does a job describes the overarching problem behind Other M: that Sakamoto is either a really bad writer with big clunky ideas that didn't mesh together, or genuinely believes that crippling dependency is a desirable trait in women.

It's been stated in the Other M logs that Super Metroid's Ridley's official death with all others being survivals or escapes. Samus makes it clear in her opening narration she thinks Ridley's gone for good along with the space pirates & Zebes. She has pretty good reason as there is no way Ridley could be back from her perspective. No space pirates to rebuild him as Meta Ridley or any phazon. His charred corpse was blown up with the entire planet. Anyone from her perspective would call bullcrap on Ridleys return.
