Shirobako is by all means above other PA Works anime, and in fact, does not even feel like PA Works at all - more like something done by JC Staff or Production IG.
Over years PA Works developed quite good and recognizable personal "style" seen in all works, starting with True Tears - Hanasaku - Another- RDG - NagiAsu - Glaslip
Rare exaptions (Canaan, Angel Beats, FurryFamily) as exceptions by all means.
Shirobako similarly - does not even feel like PA Works anime, both in direction and execution (technical post producing, effects, camerawork etc. aspect, actually strong part of PA Works)
Wait thats a lie, characters still feel like usual PA Works reused moeblobs, but this time show is actually good so its easily forgotten since the characters using the archtypes are actually better than originals.
Guess the main factors in Shirobako success is that this time the Genshiken director is at work, who is well fit for this kind of realistic comedy/drama adaptation and whoever wrote the script did great work.

Have you even watched the show? Trigger keeps throwing random references to KLK and Gainax shows and the animation is extremely cartoony at times, especially in the comedy bits.
