The problem wasn't pandering the problem was the shit pacing in the second half and Nudist Beach being turned into a joke rather than the serious threat they appeared to be in the first half. Ryuuko was also an unlikable protagonist who was so overpowered that the rest of the cast became useless bystanders. The ending also felt forced rather than a natural increase in scale.
Nui Harime was the only character that I genuinely enjoyed seeing on screen because she was the wild card that made interesting things happen in a rather dull plot.
Personally, the height of the series was EP12 and everything afterwards went down hill.

the biggest reason for misogyny I've theorised is caused by females. Everyone strives towards a norm. An idea of "normal". Similarly, within western society, women propogate the idea of a normal woman. They set a minimum normal, and they sell products to enhance that. I'm talking cosmetics, make up, skin care, fashion. Yep, its great that we have the freedom to buy and use these things, but its largely women that use and consume those, and so set the culture norm. For a men's perspective, we have a greater deal of flexibility, most men wouldn't care so much about what we wear, or how we shave. Some people are expected to wear a certain kind of clothing to school or work, because that's normal. If you're not normal you'd get called out.
Layer 1: socially perpuated idea of norm enforced by peer groups
Layer 2: winners take all, influencing the idea of norm and ideals
Layer 3: a minority of rich advertisers actively oppressing people, by swaying public opinion, and focusing on ideals and negatives
tl;dr women hold themselves back, by setting higher standards for themselves then men, by being critical of women who step away from the norm, reinforcing their position.

Just finished watching this new anime and to be honest its just the breath of fresh air all anime lovers need after sitting and endlessly waiting for all of the big animes like Naruto and one piece etc to catch up to the manga. It's a short yet jam packed with many many great fight scenes that will make you remember the love of watching rediculous and uncomrehendable fights and in my opinion it should be up there with the likes of death note, code geass and other widely loved animes simply because its just the right mix of great fights, serious plot, humour and just pain wierdness! I recomend watching it! (Sorry for any spelling errors)

That's actually the least accurate way to look at it. KLK doesn't satirize fanservice, at least not on a massively regular basis.
Are the designs made to be visually appealing? Absolutely. They're meant to show skin and be sexy and lewd, including for viewers - not as a parody, but as simple fanservice.
But that same sexuality is also relevant to the series' plot and themes as well as character (especially Ryuko) growth. In fact, it's pretty much central to those, so as a part of the show, it is absolutely necessary and important.
tl;dr saying it is a satire of fanservice is inaccurate, when it in fact uses it heavily both for sexual appeal and as a central plot point.
