Unlikely. It's not like the makers of such shows are creating loveable characters just to smash them down viciously while grinning like trolls at how much suffering they bring to their fans and viewers.
This is basically a show about being heroic and overcoming even the worst odds with determination, guts and friendship. It's more along the line of shows like Symphogear than along the line of stuff like Madoka.

If you were talking about a novel or a book that would be true. Even books sometimes get fucked over by the editor in charge since the label you're publishing under may not like everything you write but if it's about television hundreds of people are working for one episode, the writer is just another cent of the dollar here that has to either think up something original and have it adjusted or work with what the director/producer wants the anime to be about.
It's not like animators get say in the matter even though the animate it in the end. There are some cases were everyone works on a show though the best example being the Geah clusterfuck.

It's full cgi which looks great in the ship battles and the characters don't move that much so if you aren't autistic about it it's okay.
It has the same concept as this show though: You go for 10 episodes with tension but only light tension and then the SoL hijinks hit the full depression brick wall of suffering and despair and the next episode goes extremely out of it's way to kick you in the nuts as strong as it possibly can.
Episode 10 and 11 of Arpeggio did this perfectly and so did episode 10 and 11 of Yu³
Let's just hope the final episode is as over the top as the other anime those two did.
Arpeggio was my unexpected AOTY 2013 and it will be the same with YuYuYu.

For example, Tougou's house isn't just a lake of fire that was made to look like a house, but it is an actual building that was constructed with materials extracted from Shinju-sama.
