It's not "Even Sakura", she's a main heroine with an entire route of pure development, and he's a servant who got a bad ending in every route while never being explored as much as he should have been.
The best treatment he got was Ataraxia, years later. Cu was always lagging behind in terms of showing himself as a character compared to the Arthurs or Emiyas out there. It's like you're expecting Hercules to also be in the top twenty here, despite also being gimped in terms of screen time.
Sakura got enough screen time and action to get a decent fanbase, but Lancer is always the E rank luck who needs to get a solid chance to really prove himself, but can't ever quite get it.

With UBW the romance aspect mainly comes in at the end in some ways, Fate it comes in during the middle, and HF it's closer to the beginning.
Could just be how I see it; with Tohsaka they never really said they liked each other or really started paying off those flags up to that point until around the sex scene as they finally spoke their true feelings right before. With Saber there was a romance angle going on ever since the winter forest scene at least, as he decided that he had to save her, that he loved her, and you started to see something more from it right away. You saw more of a romance angle explored compared to the next route, although you saw Rin far more explored as a person in general. HF it benefits more from the romance angle early on as Shirou is forced to make some hard choices there, so in order to make them heavier it has to feel like it means more personally from a certain point. Love and the meaning of which is part of the core of that route in a way.
With Rin you don't need to explore the relationship in a romantic sense as much during the route itself in some ways. Instead they explored their compatibility as people and how they work together, The romance angle came closer to the end, but what I meant earlier is that you don't need to explore it as much because you know they're just starting out their path together in that way. They haven't even officially declared that they're going out from what I recall, but you know they surely are right there. There will be many times they have as a couple working together and fighting against each other to come, but it ends on a note that makes you wonder about such times. Different sorts of stories anyway, it depends on what benefits which angle more, as all three routes each flow in their own way for a reason.

I feel like UBW was the most naturally developed romance, or at least the best paced.
In Fate, the entire thing started because of a lesbian moment in the shack and while that is plausible, it feels a bit weak rather than Shirou slowly coming to realize he loves Saber for himself.
In HF, the entire thing starts because of lust and loses a lot of the 'romance' impact. It's a much more traditional white knight shounen story otherwise.
In UBW, Shirou and Rin bonded throughout the route and clearly had developing feelings for each other in addition to their crushes on each other. You can see little things that confirm their love for each other such as how Shirou tells Lancer to stay away from Rin. It culminates during the jackhammer scene, but prior to that it was well developed.
