Nui is a parasite, you must understand her goal wasn't to beat Ryuko it was to make her hate her so much that she became ingrained in her heart. When Ryuko gave her heart to Senketsu instead, Nui was already finished there was no longer anything she could do. She died for a woman who didn't particularly care about her except as a tool, there's nothing of her that will remain. The OVA cements this exchange, Nui has faded to obscurity while Senketsu lives because he was ingrained in Ryuko's heart. I think that's what Nui was shooting for, sort of like Terumi from Blazeblue.

Here's the idea I had, instead of meter you have a clothing gauge. Each character would have different states for all their forms and they'd spend one gauge to move up a form. Additionally getting guard crushed would result in being sent back down to naked form which is below the base form, as would using burst. Each character would be built around moving to certain states so Nudists would be stronger when they take their clothes off, but someone like Inumuta only becomes offensive on his final state and instead focuses on building meter.
So for example, you start a match as base Ryuuko and the default is you start with one meter so you can henshin at the start of battle or stay in deheshined state. You could further henshin from the regular state to full synchro then again to kisaragi. In naked form Ryuko loses all her specials but instead Senketsu appears as a doll character. So instead of being a straight up disadvantage it's more like a fighting game where you have to know multiple characters for each fight.

Nice idea, already had it but it's simply not feasible financially. It'll cost too much to have every form.
There would also be too much work in balancing all the different forms, it's better to ignore the multi-form idea in favor of actually creating more characters and better balanced gameplay.
