Servant container has a lot of limitations, you'll get something a lot weaker than the original pieces at times.
Just look what happens when you shove three divine spirits into the same mold. You'll get some broken skills out of it, but the stats still won't necessarily be stronger than other servants for some reason.
The entire reason they summon them into classes in the first place is because they can't summon full heroic spirits because that would cost so much more. So they summon an aspect/fraction of them, through a "class".
Depends on the servant/master how close the class gets to the original.

I think what he meant by frozen in time was simply that unlike the other heroic spirits she wasn't a spirit of hero. She was a living human being who's consciousness was pulled ahead into the future (from her perspective) into a container (her servant body). So she experiences the passage of time differently from everybody else because to everyone except her she's already died and cast her sword into the lake. From her perspective, everything that's happened (contracting with the grail, being summoned, failing, returning to her dying moments, contracting again, being summoned again etc.) has been linear.
I think the kiritsugu is fresh in her mind, but her failures as a king in her dying moment are fresher and more important. Even when Kiritsugu betrays her she's sort of dismissive of it (in fate) because she knows she's destined to obtain it regardless due to her contract with the grail.

Counter Guardian Emiya is actually more powerful than Servant Emiya. Counter Guardian Emiya is given endless mana supply for example so he does not have to hold back at all and can spam his strongest attacks without limit.
