I understood it that Avenger created 2 separate looping worlds, one for himself and another for Bazett. He appeared as Avenger in Bazett's, and as Shirou in his own. The two looping worlds had some overlap from time to time, which allowed the two Avengers to meet. Me as a Sakura fan, didn't find her much different in Hollow, she was just able to do more because she was free, but since she has such initiative in the main story it's not really surprising. She always goes to Dilo for training no matter the ending in HF, she always becomes the archery captain, etc.
About the only huge things was slapping Shinji's shit, and that was because he bled her patience dry, and getting snarkier with Rin.
Kind of like how Rider is not changed fundamentally, but you find out exactly why she is so loyal to Sakura and learn more about her. Same with Medea and Cu.

That is the thing, her trauma wasn't wiped away, far from it. She is just attempting to move on. There was a good scene where Shirou observes her interacting with Rin and notes how their relationship will never be as it was before, but they can move on and build a new relationship. Sakura still has the self-loathing and being too empathetic for her own good shown throughout Hollow, the fact Shinji and Zouken still live is a facet of that. There was even a scene where Ayako asks her to just flat out punch Shinji, and she says she wasn't ready to do that quite yet.
Heck, she ends up being permanently marked by AM with black circuits, with a potential for blackening again if she operates as a magus for too long in battle. Along with her hating the Matou magecraft (which she mentions to Shirou in HF) will make living as a magus much harder. But she does it anyway, getting a mystic code and spells to mitigate the effects of using magic. That shows her having the trauma, but working through it.
And she did show initiative, she saved Shirou at the temple at her own personal safety and remaining life force in HF. And then later in the forest. Perhaps you just have too much of a shallow knowledge of her character. The reasoning why she doesn't do more was spelled out in the route itself.
So yeah, there are plenty of plausible connections to her development in Hollow without having to completely change her fundamentally.

Nasu just says not to take it seriously so he doesn't have to be clear about characters. He was noted to prefer people to have their own interpretations of his characters and that is why he is so vague on some things.
Besides, H/A has so much hidden gold to be gained it'd be silly to just call it all fan want because it does link to important aspects of the characters. Medusa's talk with Avenger made a lot of her loyalty in HF make sense, while also seeing why she herself is mistaken in some parts of that loyalty and she comes to a better understanding of herself and her love (yes love, there was "ai" there) for Sakura. Saber talking about her marriage to Guinevere is another one.

To be fair though, considering she knows he works in a more straightforward fashion, she could have just said, let's spend a day at the pool together, and yeah she did think he had ulterior motives because she called him a degenerate and made assertions that he was talking about doing perverted things when he talked about inviting Saber. So she was most assuredly in the wrong in that convo. Shirou just tends to forgive her for those things.
Another example would be "Rose and Hydrangea" in Fate route, where Rin was incredibly rude to Sakura and went full retard to get her to leave. Rin has times she puts her foot in her mouth, sometimes despite knowing bettee, because she can be an awkward person.

At its core, F/HA is about two people that have trouble coming to terms with their own deaths because of their regrets in life. There's already characters in Fate that could fulfill that role to begin with (say, Ilya), and it would have been much more cohesive if there was no excuse for all the filler like the loop was
