As with most other things, it's a difference that emerges from the economic situations in the 2 countries.
Everything in america is expensive, from a business standpoint. Bloated overhead in production, transportation, quality control and labour plagues every aspect of american business simply because our standards of living are so high. So to make something like a cafeteria lunch economically feasible, it has to literally use the cheapest ingredients that will (only just barely) pass food compliance standards and then be portioned based on maximizing profit/material ratio per sale and not on nutrition.
Plus immigration puts pressure on the unskilled job markets, forcing them to become simultaneously more competitive and allowing them to pay less. Actual cooks (even untrained amateur ones) can't make a living wage there, and old grannies with their home-cooked meals get crowded out by the throng of unqualified, unskilled workers desperate for any kind of pay whatsoever. Standards plummet until any qualification, education or training whatsoever is 'over-qualified', which drives standards even lower, to the point where the actual job of being a cafeteria worker just means opening and serving pre-packaged idiot-proof gruel, because even requiring cooking or preparation would be asking too much of your labourforce and drop productivity (and sanitation) drastically.
Japan's situation is different because their population growth is much lower and their culture hasn't matured enough to properly exploit their rapidly improving standard of living economically, like the west has. Plus a greater degree and more effective privatization of the school system allows for higher quality standards within each institution.
It's really a shame the system works the way it does in America, because the meals being offered are not appropriate nutrition to be feeding a growing, healthy teenager.

There's a couple reasons.
1. They enjoy freedom
2. They still hold hope of coming out of their poverty and making something of themselves
3. They can't access booze or drugs or whatever else they're addicted to while in prison, and the only ass within reach is manass.
Plus prison society is very unpleasant for the mentally unstable, and most homeless are homeless as a result of some mental health issue.
Prisons are not good places to live; but prisoners are fed well and given enough to live like human beings because breaking the law does not stop you from being a human being, and we have UN statutes to protect them.
