Looking at it again, I think it's less of a budget issue and more of an inexperience issue. Even the most low budget piece of shit anime from Japan can have watchable action on screen. See: DEEN's F/SN

This. Character design is pretty good and looks japanese enough, but animation itself is very amateur. Bad lighting, unnecessary effects, weak camerawork and yes, sliding, panning, stills everywhere. They're just inexperienced in this field, I guess.

the quality of the scanlations was REALLY shit for a long time, first being some groups that released like 5 pages at a time in "sub chapters", not to mention translating by jumping through like 4 different languages so it was nearly incomprehensible. While it's not a bad manga I just don't think It ever stuck out enough from any other paramilitary/mecha manga to get a pickup.
