Kishi long established Sakura loved Saskue badly
Naruto long accepted that which was part of the set up for the Saskue retrieval arc
Kishi went wishy washy in the early parts of part II, but felt that Sakura moving on to Naruto because of Sasuke not being there would make a NS end in bad taste
So he had Hinata confess in the Pain arc then have Sakura try but ultimately fail in moving on from Sasuke in the following 5 Kage's Arc
The final arc had the hand holding, Sakura comfessing to Sasuke again, Sasuke finally accepting defeat and at least reciprocate Sakura's feelings with the forehead tap
