Both are interesting characters. I like Asuka more because I've got a thing for fiery redheads and she kind of reminds me of myself, except I got better. If you can only like a character when they succeed, then you've got an empathy problem.
As for winning, it's just not realistic to expect someone fated to become the transcendent guardian goddess of humanity's plot arc to end with her dating some teenager instead.

Thing is, the "winning" idea is an Asukafag construct. Rei never "wins" anything like that in the original series, yet became immensely popular based on character quality alone.
It's the character that gained critical acclaim due to originality and strength of character, as opposed to being an object for romantic self-insertion as it is with Kaworu and Asuka, with that I refer to the absurd amounts of shipping done for those characters despite them being objectively less popular, this in reference to the original.
It's not that Rei dating isn't an intriguing and arguably fun concept, but like you say Rei became something much greater than that.
....which is why Asukafags see Evangelion as a harem competition rather than the fantastic story it is. It's why Asuka end up making things like Re-Take to satisfy their sadistic needs for "victory".
