If you don't know how to use it correctly, it can be pretty bad.
Never use it against targets that haven't already been sufficiently softened up.

Flier Dance is overall quite bad in ML due to Val-Fasq ships being damage sponges.
Also, don't expect to see it get much use to begin with, unless going through Mint's route.
It gets somewhat useful again in EL when the health of the enemies gets balanced out.
Hitting multiple targets, whether planned or unintentional, is one of the magical things about Hyper Cannon.
It's also the only special that I've ever seen that can one-shot space fortresses from full health.

I wouldn't say it got stronger, it just becomes more prominent. Usually it's due to having your chosen angel not in top fighting condition for the first half of the game, and the emphasis on needing to destroy a shit ton of enemies asap in most missions.

This is probably the one flaw I find between Anchor Claw and Flier Dance.
They're both most effective against these types of targets, so if one of those specials has already fucked up a group of enemies, the other is just left to clean up the scraps unless there's another group of similar targets nearby.
