Which is actually part of the problem as CG can't use all the tricks of hand-drawn animation to makes things "look" smoother despise having the same framerate.On top of horrid CG.
And by the way, some scenes were under 24 FPS for sure, or at least felt that way, which would be an accomplishment on it's own if it's only a feeling.

Anime is in 24 fps, but that's actually false becuse only every second, third, fourth, fifth, or sixth frame is animated depending on the budget.
12 FPS is considered extreme budget reserved only for movies and super high profile action scenes in series
8 FPS is pretty standard
4 FPS is also extremely common
2 FPS isn't unheard of
0 FPS still screens are everywhere

It's not quite as simple as saying "this anime is animated on threes". It's always a mixture.
Also, even if individual characters are animated on threes, if there are multiple characters on screen you can still get something new every frame if the animators so choose.

You can step through the frames to see the repeated frames, and thus the "real" FPS. Sidonia often animated on 3s, which is worse than most hand drawn animation.

You are wrong about 12 FPS. 12 FPS is actually the standard for hand drawn anime. 24 FPS is the high end you rarely see outside of movies.
Also keep in mind this only applies to single elements in a scene. You can often have a picture that changes each frame, because you have two characters that are animated on 2s, but one on evens and one on odds. Thus you get movement every frame, but you are still doing half animation. This is one way you get lower "FPS" to look good.

2.5 times more film to shoot, develop, etc. Even assuming you're talking video only, there's still less shutter open time and you need significantly more light to expose your image than you would at 24.
And it's not like The Hobbit is a shining example of cinema done well... 48 fps was done to reduce motion blur (which is a function of shutter speed / angle) which makes the CGI artists job easier and makes the 3D effect more clear.
