I agree that Tokiomi is most deserving of more development. Focusing on him would also have given Archer more screentime, which I would've liked to see.
However, Ufotable probably decided (correctly) that the masses don't want to see SOL-esque filler focusing on detailed characterization; they probably decided F0 would sell better if they bumped it up to 20+ episodes using filler that was about running around, action, yelling, and sword swinging.

I'll admit the whole fighting caster thing really felt like that, but looking at it deeper I also think it was cool to see how every pairing kinda dealt with it.
Ex. Archer fighting Berserker (The fucking dogfight was hilarious to me though, felt out of place), rider buying everyone time with a reality marble and lancer breaking his fuckin' weapon to help saber was really interesting to me and I guess I appreciate caster as a catalyst to those kind of interactions.

Maybe you don't know much about Gilles in real life, but he murdered anywhere between 500 to a few thousand children, after raping and/or sodomizing them, getting them to do all sorts of fucked up shit like commit cannibalism and he spent a lot of his time trying to summon demons (largely to get out of his financial issues because the king prevented him from taking out any more loans, making any more plays or otherwise wasting any more money).
