The fansub scene is dying, which was inevitable. The older fansubbers are growing tired of it and/or just moving on in life. There aren't enough good new people coming through to fill their place, mainly because it is considered a futile endeavor when most things are being simulcast.

The translator doesn't need to know how to sub, if by sub you mean use aegisub, time lines, tyepset and such. A lot of translators just throw their raw TLs into text files or onto notepads. If you have a group, there'll be people dedicated to timing, typesetting, editing etc.
TLs are the hardest thing in fansubbing to find. A lot of the other positions can be taught far more easily, though typesetting can be a massive pain.

I have feeds for HS and a subgroup for most shows I watch, and usually HS doesn't seem like a big deal. For example, Wixoss is one of my favorite shows, I love Asenshi and I don't mind that they're a little slower this season. HS, the colors are messed up, you have hard subs, yet honestly none of this really bothers me. Funi colors can be fixed and the subs always seem accurate and you're still watching anime. The only time I ignore HS on principle is if I heard there's a bad translator like you had for Chuuni Ren.

Funi rips don't have soft subs so most groups just translate it from scratch rather than go through the effort of stealing it and then there's obviously shows like Amagi that don't have any official option.

Psycho Pass is the best example of why to avoid Funi rips. It's an already dark show that Funi's Donte the Hedgehog color balancing makes un-watchable.

It depends how far you want to go back. Before we had any simulcasts, there was Hadena and Doki-tier fansubbers that you couldn't just ignore unless you wanted to wait weeks. There were anime that had no subs at all.
CR subs are reliable because for the most part you can trust you're getting a translation that isn't fucking awful and you know it's not going to take weeks.
meh kaylith was only good for ZnT anyways, and that show wasn't even that good
