He felt really out of place in an otherwise very grounded world. Especially at the beginning, he was a grating presence but at least everybody else also treated him like shit too. I got used to him and tolerated him because the rest of the show was so comfy, but the best episodes of the show have him taking a very minor or no role at all. A lot of the times he felt like a mascot character that exists only because apparently it's the law that every anime has a marketable mascot character.
Tamako was at its best when it was about the marketplace and the characters. I understand the point of Dera's character from a story mechanics sense. He moves things along as a mediator that can talk to all sides, but that role didn't have to be a weird talking bird that doubles as a projector, video conferencing tool, and speakers because I dunno, magic brown people.
Looking back on the series, I'm struggling to hate him as much as I did when I started, but I still don't like him and he was a major turnoff for me that on multiple occasions nearly made me drop the show.

That might just be your way of interpreting that scene I saw it more in the same vein as her unwittingly switching the word "mochi" for "Mochizou". After all, her dropping the rock at all was, also, accidental.
