In the old days, Japanese sewed the fronts of their lips together to show humility. Even Shogun Tokugawa was remarkedas having such a feature by one of the Catholic missionaries. When Catholics rejected the practice, they were slaughtered for offending Tokugawa directly.

It does. It makes it look like a line drawn on a surface instead of a gap that is being closed by skin. Having the missing part of the line makes it feel like the two sides of the line are actually touching, or that there is a gap that is covered by part of the lips.
