Kon really was a one trick pony, in all his later movies he always just repeated the same concept of skipping between reallity and fiction and never reached the appeal of Perfect Blue in any of those. Simply showing some scenes from an actress life does not make a good movie and neither does that bland frame story about her searching for a guy she met once.

I backed the kickstarted to get it dubbed and have it sitting here on my desk.
