No, it's just that Haifuri is horrible, and Japan usually has better taste in shows that do really well.
Cute girls are great. However, the characters in Haifuri are extremely shallow. They're barely even two dimensional. I don't see people years from now having Captain Mike on their 3x3s.
The ship fanservice is phoned in. I'm guessing that the people in charge of the show don't actually like warships all that much, and just have it there because people expect it. Girls und Panzer with boats, this is not.
The plot blew its load by the end of episode 4. I'd be surprised if it didn't just spend the rest of its time fizzling out.

I can think of a few reasons. Aniplex is shilling the ever loving fuck out of it because they committed an insane amount of resources and product development to it as their killer IP for the season (something like 500 pieces of individual merchandise that just keeps growing) and now need to do everything in their power to make sure it doesn't just all end up in landfill and Japan is obliging somewhat. They introduced an event thing where if you spend something like 56000 yen on BDs and related merch and show the proofs of purchase you get to attend some sort of meet and greet and since then it's stabilized a little. 2nd volume has an event ticket too but strangely it's the volume lagging the most behind the rest. They've also staggered the pre-order solicitations for it to try to keep the averages up. Finally they're holding events for the show every weekend to try to shore up even more publicity for it before it's first volume goes on sale next week. The first volume it's neither gone up or down much in the last few weeks since the promotion was introduced, just kind of stayed exactly where it is around the 130-150 range while the others bounce around in the 200-500 range. It's also probably being helped a lot by the close proximity of some of it's staff to Girls und Panzer and just the absolute monster showing it's having trickling down to it since the movie came out on Blu-Ray a couple weeks ago.
Despite all that unless it suddenly starts selling like 8 times what it's predicted to and all the merchandise just suddenly starts flying up the preorder charts it's all still not worth it no matter what and they're probably going to take a heavy loss on it since it was planned as if it was going to immediately sell GuP levels of BDs and merch or even better. Think something like FFXV and it's need to sell 10 million copies just to break even only not quite as much of an insane margin for "success".

I'll have to see the final sales for the show and if any piece of merch ever actually noticeably sells but it strikes me as they are really fucking bad at this whole making original IPs thing right now. If you take away Madoka Magica and Anohana which both came way back in 2011 every single attempt has been either a flub or a complete disaster like Aldnoah Zero which was supposed to be a franchise starter to compete with the likes of Gundam and Macross and have it's own model kit line but never got even remotely popular enough. Then there was Anthem of The Heart which was supposed to put them into the Hosoda box office range of like 3+ billion yen but petered out at the 1 billion mark even with constant meet and greets with Sony Musics most popular act Nogizaka46. This is their attempt to make a GuP or Kantai Collection tier social phenomenon hit, GuPs old re-release volumes from this past December just sold 4.5K in the last week for a TV series that ended 3 years ago and have sold at least 11.1K total since the beginning of February when they started charting again. I want to see if the first volume of Haifuri can do at least that well for it's total lifetime sales. I'm skeptical if it's even going to do something like Arpeggio numbers which were 10.1K first volume first week (known lifetime 12.6K) or almost exactly double Haifuri's first week Vol 1 stalker estimate and that show had nothing on Haifuri's marketing and was a nobody CGI studio in Sanzigen.

GuP was an act of God. You really can't count on things like that reoccurring. For every GuP, there are bucketloads of low budget anime originals that go unnoticed: A small production for a small profit.

Well Asterisk isn't an original but another obvious miscalculation along with hey lets resurrect Durarara for a 1.5 year long 3 way split cour run commitment to have it do about a 10th the sales of the first season and not do anything for the LN cause it's not 2010 anymore. Asterisk I don't know what the fuck they were thinking since they announced it at an American convention as if it was going to be this killer app that would rock the international community, gave it a split cour and then just plffft brutal sales, critically panned and no LN boost while the similar show that aired within an hour of it got one. I used to think they were absolute marketing gods and while their stuff still sells above the industry average with all the marketing they spend on it's starting to just look like they're slow to adapt to changing market climates and just reliant on the same old tactics that aren't working nearly as well as they used to cause the actual shows just get worse and worse as the marketing schemes get more and more crazy.
Haifuri had this bizarre marketing scheme where they tried to hide the fact it was a military themed anime right up until about 2 weeks before it aired when they changed the website and posters around Akihabara from Haifuri and some moe girls in swimsuits to High School Fleet and moe girls in military outfits implying it was going to go all grimdark which it never did cause I mean it's Reiko Yoshida writing, come on. Why they did this I'll never understand because that shit costs labor and money and for what gains if any I'm not sure. To me the show would probably be doing no worse or better either way.

You don't necessarily need hard numbers spoon fed to you in order to infer what's going on based off of what you see and the history of similar cases.
Generally, when there's an okay budget (which you can see from the show itself; Haifuri isn't a KyoAni work or anything, but it's not suffering from endless stills and QUALITY artwork, either) and money put into marketing the show (all of those figurines before the show even aired), the publishers don't seem very happy at the end unless it moves like 10k and/or has some other kind of big money maker, like music sales. We might actually have a couple of 10k sellers this season, but Haifuri isn't one of them.
Conclusion based off the fact that it's a heavily marketed show with a decent budget as evidenced by having watched the show and not being blind: It might not be a back-breaking financial disaster, but it's probably not living up to hopes, either. I'd be willing to bet $50 that before 2016 is over, you're going to hear a comment along the lines of "We might be willing to make more, but we'd need more sales."

Well considering the tone of the producers PR on twitter is like it's already some kind of monster hit smash success for the ages. Again I don't even know what the fuck to think at this point other than they've gone from kind of brazen and confident with their PR to completely off the deep end. I'm not sure I'd call this a strong season at all either. It's not Winter level brutally awful but it's pretty bad overall yet again for a 2nd spring in a row with a lot of shows falling even below low level expectations on the writing front yet again. Really I wouldn't call any season even particularly decent overall since about Spring 2014 before the industry went full retard with an endless string of bad shows and gimmicky marketing to try to carry them instead of just making actually fucking good shows. The last good season to me was probably Fall 2013 where it still seemed like most producers kind of tried to give a shit, the last great season probably some time back in 2008 or maybe 2011 if I'm being generous when it still seemed like creativity could have a chance at thriving in late night TV anime and storytelling still somewhat mattered to producers and creators before the worldwide economy shat itself.

The general propensity of the Eastern Bloc countries to having secret police modeled on the KGB on the other hand is something a lot of people should know, even if you don't know about the Stasi specifically.
