We don't know what Saitama wrote exactly. Based on what we know about him, the association probably saw him as a very powerful retard. While it's true that a lot of S-Rank heroes seems like they don't really care about justice, Saitama appears as someone devoid of any motivation and drive. Hell, he being a heroe is a hobby to him.
