You just sound ignorant to manga scanlation. Depending on who chooses to work on it there can be a while before we get decent quality scans. Judging by the mangaka's art skill there are probably a lot of redraws and editing that has to be done, and as something recent with decent files ripped as soon as it was published it already has a better chance of being worked on than the god knows how many series that have been left behind over the years.

Actually the quality stayed about the same...
The content was better in the first part with shitty repetitive sweat ecchi; once the story should have ended...the content watered down and was replaced by more comedic/better done ecchi.
Sans hana and a few select golden scenes in the first part.
This series gets crazy in volume 3+4. It is the most intense manga I've read. It literally took my breath away sometimes. Nice to see it getting more exposure.
The new chapter seems like it serves as kind of a recap and you can tell he's been away from this art-style for a while. I'm really excited about this, though.

Yeah, I love picking it up off my shelf and admiring the art and re-reading some of my favorite scenes. I think there's a good chance it will be re-released, though, by Kodansha. It should definitely have better paper and color pages as that's kind of the norm nowadays. I would definitely buy a new edition of it. I wonder if it will publish regularly after January when the next chapters come out. Two manga at once is ridiculous but Takehiko Inoue does it with REAL and Vagabond.
