Senna and Mansell won nearly everything in 1991. Mansell won the first 5 races and walked the season in general in 1992. Prost equally casually won the championship in 1993. I've heard that since the Japanese economy was doing so well in the late 80s, they had money to just throw around on even obscure projects like nothing and still turn a reasonably sized profit.
Part of the decline of racing anime stems from Japan cracking down on car culture. They basically crushed street racing and the days of guys tuning up their Skylines or Supras is gone.
The Japanese government actually banned a documentary on the Midnight Club until it was edited to take an anti-street-racing stance.

I think Hill Climb animu would work more than lets say rally or track racing. Since the tracks are shorter and are single events, cars more varied, and drivers do not use a navigator/co-driver.

The last time they did that we got Can-Am and six-wheeled cars with vacuums on the bottom of them to stick to the ground like glue. Unfortunately that died.

It depends from each competition, but part of the point of the rally is the brands to showing off the integrity and reliability of their street cars they sell, just letting them modify the shit out of them would destroy the idea behind it.
Also the idea is to have make it competitive, and no just the most powerful car wins, so they are forced to have similar setups, mostly limited to the engine.

The costs got too expensive. There were so few rules in Can-Am that basically anything was allowed as long as it had wheels and an engine.
Pic related is an example of a Can-Am car. This thing was fast as shit because a snowmobile engine powered fans in it to keep it stuck to the ground so it handled insanely good despite literally being a huge-ass box. Also it happened to constantly throw stones from the track at the people driving behind it.

Given how crazy-expensive it is to animate cars well without resorting to CG, I feel a Visual Novel would work well for a racing story. Just have a good writer to really get your heart pounding during the race.

Except money is the biggest problem. Current F1 already cost shittons of money. No-holds-barred racing will inflate the costs even further. Then there are parties that have interests in F1 being the top dog, so they won't take kindly to anything that tries to unseat it.

But they're not. From Gr. B onward, the only thing rally cars and their factory counterparts had in common was the unibody.

But it's mostly suspension and safety measures. Basically is the other way around, depending of the class it's the components that must remain stock. Also of course the cars are divided by engine power most of the time.
The idea is that certain car wins it actually means something for the original car builder to brag, different for example NASCAR that the only thing they have from the cars are the cover.
