Her character in Index is just a big waste of screentime and the author clearly has no intention of doing something important with her. The best he can do is putting her in redundant and negligible roles that somehow manage to make people believe she's doing something meaningful, when in reality she's not.
The author and editor don't help at all creating hype and expectatives with their words in past interviews and afterwords claiming she's going to play a big role. It only makes it clear that her popularity is what puts her in the story and not her importance as (not an) integral character to the story.
