So in Japan, as far as I understand, the morning/evening blocks are animations not only from Japan but from around the world. Its mostly aimed kids/teens. They usually have alot of episodes.
Since the late 90's and Neon Genesis Evangelion most Anime has been short and on late night slots.

ANN lists foreign broadcasters. As for the type of local programming it was mixed with, I can only guess with timeslot. Saturday morning across the globe usually is for kids around 8 years old for example.

However how common are ReRuns of Anime in Japan and where do they air?
