When does Sailor Moon get good? Season 1 is a chore to watch.
Season 1 is the best season, if you aren't charmed by it then maybe it's not for you (well I've heard people say it is too slow but I personally love it). The last few episodes of season 1 will blow you away if you make it that far.
The third season (S) is amazing and probably where the payoff will be for you though.
So does it stop being so damn... formulaic after season one? Like, when does it go from a generic monster-of-the week story and actually gets the plot moving?

Fat Buu is weak as shit, even worse after evil Buu got removed from him, and since then the others have improved even more while he stayed the same, also everyone in DBS got hit by the worf effect, so he got so shit that they didn't even bother with him in the tournament, that's how weak he is compared to the others.
You might be right, the the bear might have been his only problem.

They've repeatedly said that even very trivial transmutations on human flesh, the kind we frequently do with our own medicine, is nigh impossible. There are simply too many variables to get things sufficently right 99% of the time.
Of course, the plot centers around a search for that remaining 1%.
