Why is that happening and how to fix?

Tried moving the scene up on Z axis, didn't work.
Tried rotating the HDR image in Material editor, didn't work.

Are you using a daylight system with a ground plane?

Because that might be what it is, I'm not sure though.

using vray light with hdr texture and yeah when I remove it, the lines disappears but I need the light

got it, it was the dome light thing. Had to check full spherical.
