Why is it impossible to create a tablecloth that stays flat on

Why is it impossible to create a tablecloth that stays flat on the top? Every time I try to simulate cloth, it beds at the top, making the tabletop concave and clipping through my dishes.

In C4D you can set points/polys as static. You should be able to do something similar. "Freeze" what's supposed to stay flat and sim the rest.

select vertices that should be flat and use scale tool to align them and then move them down a bit, then select edges and relax once and it's done.
